Under the direction of the Telecommunications Systems Operations Supervisor I, the Telecommunications Systems Technician III (TST III) is responsible for responding to and resolving the most critical and complex public safety communications problems for State Agency clients. The TST III will also have lead responsibility over one or more technicians and may act as the area supervisor in their absence. Incumbents perform the full range of technician responsibilities required to ensure the continued operation of all public safety communication network/systems and equipment, which requires comprehensive knowledge of all public safety communication network/systems, including the most critical and complex. The duties are performed by following Federal Communications Commission (FCC) rules and regulations; utilizing at a minimum, office-provided training, complex test equipment, computers, hand tools, the Telecommunications Division Manual (TDM), and technical literature. Incumbent will communicate effectively on all written and verbal interactions, frequently interfacing with customers and co-workers to resolve issues and collaborate. In a lead capacity, incumbents will plan, organize, oversee, and coordinate the work activities of other technicians within an assigned geographic shop or microwave area to ensure the quality, quantity, and timeliness standards are met; assist to obtain the resources required to facilitate proper completion of work and foster communications with individuals, organizations, and other public safety agencies served. The TST III will maintain a professional and team-centered environment by establishing and maintaining effective working relationships. Incumbent will work proficiently with Microsoft Office products, including Word, Outlook, and Excel. Traveling to and working in remote locations, high elevations, and inclement weather conditions may be required.

Please note: this is a night, swing shift position in Sacramento 1pm-10pm, Monday -Friday.

Working Conditions

In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid California Driver’s License (CDL). Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


A great candidate for this 24/7 Network Operations Center (NOC) position will possess:

  • Microwave Communications Experience:  Knowledge of microwave radio systems, including RF propagation, path alignment, link budgets, and interpretation of key performance indicators (RSSI, RSL, SNR, BER).
  • 24/7 NOC or Mission-Critical Operations Experience:  Prior experience monitoring and supporting real-time network operations in a 7x24 environment.
  • Network Monitoring Tools Proficiency:  Familiarity with SNMP-based monitoring platforms and ticketing systems such as SolarWinds and ServiceNow.
  • Advanced Troubleshooting Skills:  Ability to diagnose and resolve issues across microwave, IP, and transport layers, including guiding field technicians through remote troubleshooting.
  • Transport Network Knowledge:  Understanding of TDM, SONET/SDH, Ethernet backhaul, and MPLS as they relate to microwave transport systems.
  • Supporting Systems Knowledge:  Familiarity with UPS systems, battery plants, generators, HVAC, and remote telemetry used at communication sites.
  • Incident Management Skills:  Experience with incident triage, prioritization, escalation, and documentation following established SLAs.
  • Strong Documentation Abilities:  Ability to maintain accurate logs, tickets, shift notes, and outage reports, with clear and professional written communication.
  • Effective Communication & Coordination:  Ability to collaborate with field technicians, engineering teams, vendors, and management—especially during critical events.
  • Team Reliability in a 24/7 Environment:  Demonstrated ability to work nights, weekends, and holidays, while maintaining a high level of professionalism.

Highly Desirable:


This is a senior level position; the ideal candidate will also possess:

  • Shift Lead or Team Lead Experience:  Experience overseeing shift workflow, managing escalations, validating ticket quality, and ensuring compliance with operational procedures.
  • Leadership & Mentorship Abilities:  Proven ability to train, guide, and mentor junior and mid-level technicians. Experience providing on-shift leadership, setting operational standards, and supporting team development.
  • Technical Training Experience:  Ability to create and deliver structured training sessions, SOPs, troubleshooting guides, and knowledge-transfer materials for the NOC team.
