Summary/Objectives of Position

The Director of Behavioral Health Services oversees the planning, implementation, and evaluation of all behavioral health programs within BAIHP. This position is responsible for ensuring high-quality patient care by managing clinical staff, developing treatment plans, adhering to regulatory standards, and collaborating with other healthcare providers to deliver comprehensive mental health services within BAIHP’s integrated healthcare model.

The Director of Behavioral Health guides the Behavioral Health division’s functions and is responsible for all functions of the staff within the department. The position works to ensure an effective and efficient behavioral health delivery system that is compliant with all State and Federal regulatory expectations, including the guidelines associated with HIPAA (Health Insurance Portability and Accountability Act) of 1996 Privacy Rules. Additionally, the Director of Behavioral Health ensures compliance with department goals and objectives and BAIHP policy and procedures. 

Essential Duties, Functions & Responsibilities

  • Primarily responsible for setting the standard of quality behavioral health care provided by BAIHP Behavioral Health Department personnel.
  • Responsible for the development, implementation, and oversight of the behavioral health programs and policies at BAIHP.
  • Develops, recommends, and implements appropriate clinical and other service policies for the delivery of direct mental health and substance use counseling services.
  • Works to lead and establish crisis intervention and emergency response efforts for BAIHP clients and patients.
  • Responsible for overseeing and ensuring all Behavioral Health Department grant goals, objectives, and deliverables are met.
  • Provides supervision for all Behavioral Health Department staff and, if applicable will supervise interns, MFT Trainee, AMFT, ACSW, LMFT, and LCSWs.
  • Supports and oversees the management of the Behavioral Health Department's many support personnel, such as case workers, community healthcare workers, and other positions.
  • Ensures all Behavioral Health Department staff reports, data entry, progress notes, and other job tasks and assignments are completed promptly and meet established BAIHP standards.
  • Provides for and may conduct staff training and positively develops staff to perform at a level where they can adequately perform their duties. 
  • Recruits, interviews, and conducts performance assessments of Behavioral Health Department staff.
  • Collaborates with external evaluators and community partners to understand and develop strategies for BAIHP to meet the objectives of grants and programs. Communicates with grant funders and participates in all required grantee calls and conferences.
  • Responsible for conducting program evaluation and recommending plans for sustainability.
  • Oversees, recommends, and implements departmental systems for reimbursable behavioral health services, focused on BAIHP patients and stakeholder input.
  • Participates in the Quality Improvement program and committee at BAIHP.
  • Responsible for ensuring the monthly completion and annual reporting for grant requirements.
  • Supports the CEO and Board by providing input, recommendations, and proposals directed to sustain and expand services in line with community needs and BAIHP's strategic plan.
  • Keeps the CEO informed of department and client service needs, progress, and planning.
  • Maintains and supports the team by keeping a current caseload for therapeutic treatment.
  • Supports the goals and objectives of the organization by working closely with other departments to ensure the smooth operation of the integrated care model.
  • Works closely with the Finance Department to oversee and ensure financial management and security of behavioral health services.

Minimum Mandatory Qualifications

Education: 

  • Graduate Level Degree in Psychology, Social Work, Public Health, or related field

Experience: 

  • Minimum five (5) to ten (10) years of direct experience in behavioral health practice. 
  • Minimum three (3) to five (5) years of experience in a clinical leadership role within behavioral health.

License/Certification: 

  • Active and current license as LCSW, LMFT, or Licensed Clinical Psychologist
  • Valid CA driver’s license is required.

Skills

  • Knowledge of clinical behavioral health services administrative and licensing requirements
  • Experience engaging community members, specifically in the American Indian/Alaska Native Community
  • Experience working with Indian Health Service or an agency funded by Indian Health Service.
  • Experience with the Electronic Health Records System. 
  • Experience with administrative duties but not limited to budget planning and financial oversight, policy and program development, quality improvement and compliance oversight.

Communication Skills:

  • Demonstrates proficiency in communication and writing skills.
  • Language Skills: Ability to read, analyze, and interpret general and professional documents. 
  • Ability to write routine reports and correspondence. 

Interpersonal Skills:

  • Ability to foster teamwork; train and direct the work of team members and colleagues.
  • Excellent organizational skills, including the ability to work productively and make independent decisions.

Technology

  • Familiar with electronic healthcare records systems. 
  • Proficiency with using computer-based applications (e.g. Microsoft Office) and clinical information management systems.
